Bob, keep in mind that people may be working on private projects and not want to expose them to the world. (and you certainly don't get a firewall with an $8/month plan

Also, I've personally found that with the cheap hosting, you can't control things such as the mysql config file (needed for changing the FullText min word length, for example), etc. To get around that, you have to buy a more fully virtualized environment, which costs upwards of $35/month.
At that point, it's much cheaper to host at home, if you don't need much bandwidth.
My webserver (an old P4) uses 50-60watts, according to my Kill-a-Watt. That's less than $10/month for electricity in California.
FWIW, in some parts of the US, you can now get fiber, with a static IP, no ports blocked, and 5Mbps bi-directional for well under $100/mo.
