Default squid running at 70%

I think this is causing everyhting ot bee extermely slow. How can I fix this?

Sargam,

try to emty the squid cache. On the console, type
sbin/init.d/squid zap.

Configuration of Squid? (Post /etc/wfe/conf/httpdata)
