Default SIP as TCP?
why don't you have a SIP-UDP definition out of the box? most SIP service providers use SIP over UDP... the only one I know that user/forces SIP-TCP is Microsoft office communications server..

maybe it could be both TCP/UDP or just IP

Just a thought
