Lightbulb [COSMETIC] Enable cache

Enable caching should be a "power button", and not a checkbox to enable the feature.

This is not a request for appeal, only a refinement in the interface that can be done for the next build.

We will not be changing this.

Our standard is that we use the slider power button to turn on and off large feature sets (all of Web Filtering).

We do not plan on using the slider for minor on/off settings.
